Do all cards evolve?

I'm notice that when I check the status of a potential evolve there are times where it doesn't show any potential change on the right. (See my sniper comment above.)
However, once I actually do evolve the card - the changes will have taken effect. (Evolved my sniper and received an upgrade.)
Anyhow, I just checked and confirmed that Hill Knight is showing def and hp gains at rank 4. I don't have a rk3 ballista anymore, so I can't confirm that one.
